i was just wondering when scouting young players , can players under 3 star potential still be as good as players over 3 star potential if trained correctly etc ?

Depends on the Potential Ability that the player has on the Scout Report. Also, that is at it's most accurate if the Scout who compiled the reprt for you has a high attribute for 'Judging Player Ability'.
