Screen doesnt fit properly

Installed fm 2014 onto brothers pc. He uses a 32 inch tv. And when you load it up the screen is to big for the tv. And no matter what i try (screen res, etc) it doesnt seem to change.
I use a 46 inch tv n it was fine on mine.
help a brother out
