Segunda B managment quick question

So in larger leagues 15+ in a stat category mean a player is pretty proficient at doing that (ex: 15 dribbling) But hat would that number be for in the segunda B. (I was thinking 12+, but anybody with more experience I'd be awesome If you could help.)
