Selected nations problem

hey, anyone can help me please? i had a problem with selected nations, i can't select england, spain, italy, holland for nations to play, it had warning mark reads "require minimum24 teams for blue square blabla, found only 23" i tried uninstall but nothing changed still had the same problem.

can you help me?

i used 11.3 database with marshall editor data, when i changed the editor data or the database, it's still the same

yes i tried, but still had the same problem i changed to 11.1 and 11.2 but still the same.

That is odd. Maybe it's something to do with your computer. How much RAM do you have? Try running a virus scan.
