Sending a player to a feeder club to get work permit

I am in my third season managing Man City. Last season I bought Andy Polo and sent him to Genk to get him citizenship, but he came back at the end of the season. Now I think his citizenship progress has been reset. How do I get him to stay in Belgium for more than one season without coming back.

This seemed to be an issue with FM2012, which was in the list of fixes in 12.1.0 (the latest) patch. Apparently if you send him back to Genk after he returns it will continue counting up. This may not apply for the last season, seeing as it was only patched a couple of days ago, but it should work now.

send him back to Belgium/other EU nation until he gets wp grant.
 
it was meant to be fixed in the new patch - if it continues to do so you can fix it in the data editor by choosing Belgium and changing the work permit bit to accumilatively instead of continuously
