Sending player without WP to feeder clubs

Hi all.

I have recently signed 2 players who failed to get work permits. I have sent them to my feeder club in belgium. Do i need to wait for 3 years until they get one?!?!? or can i try to apply earlier than that? Also how do I reapply for a work permit?
