The head of football's world governing body for 17 years, who was re-elected for a fifth term only last week, has called for an emergency FIFA congress to be held as soon as possible at which his successor will be elected.
Speaking at an unprecedented, emergency press conference, hastily organised after another day of allegations of corruption and bribery within his organisation, Blatter confirmed: "I will organise an extraordinary congress for a replacement for me as president.

"I will not stand. I am now free from the constraints of an election. I felt compelled to stand for re-election, as I believed that this was the best thing for the organisation. That election is over but FIFA’s challenges are not and FIFA needs a profound overhaul.

"While I have a mandate from the membership of FIFA, I do not feel that I have a mandate from the entire world of football – the fans, the players, the clubs, the people who live, breathe and love football as much as we all do at FIFA.
"Therefore, I have decided to lay down my mandate at an extraordinary elective congress and I will continue to exercise my functions as FIFA president until that election. The next ordinary FIFA Congress will take place on 13 May 2016 in Mexico City but this would create unnecessary delay and I will urge the executive committee to organise an extraordinary congress for the election of my successor at the earliest opportunity."

No timescale has yet been laid out for when this emergency congress will take place but Greg ****, chairman of the Football Association, said that Blatter's decision was "brilliant for world football".
Blatter, 79 years old and the body's eighth president, outlined in a statement that he will implement a number of reforms before his successor is elected, and these will begin remarkable and widely called-for change to the structure of a discredited organisation.

"The election will need tobe done in line with FIFA’s statutes and we must allow enough time for the best candidates to present themselves and to campaign. Since I shall not be a candidate, and am therefore now free from the constraints that elections inevitably impose, I shall be able to focus on driving far-reaching, fundamental reforms that transcend our previous efforts," Blatter said.

"For years, we have worked hard to put in place administrative reforms, but it is plain to me that while these must continue, they are not enough. The executive committee includes representatives of confederations over whom we have no control, but for whose actions FIFA is held responsible. We need deep-rooted structural change.

"The size of the executive committee must be reduced and its members should be elected through the FIFA congress. The integrity checks for all executive committee members must be organised centrally through FIFA and not through the confederations. We need term limits not only for the president but for all members of the executive committee.


"I have fought for these changes before and, as everyone knows, my efforts have been blocked. This time, I will succeed. I cannot do this alone. I have asked Domenico Scala to oversee the introduction and implementation of these and other measures.


"Mr. Scala is the Independent Chairman of our Audit and Compliance Committee elected by the FIFA Congress. He is also the Chairman of the ad hoc Electoral Committee and, as such, he will oversee the election of my successor. Mr. Scala enjoys the confidence of a wide range of constituents within and outside of FIFA and has all the knowledge and experience necessary to help tackle these major reforms.


"It is my deep care for FIFA and its interests, which I hold very dear, that has led me to take this decision. I would like to thank those who have always supported me in a constructive and loyal manner as President of FIFA and who have done so much for the game that we all love. What matters to me more than anything is that when all of this is over, football is the winner."

Just been listening to more about this and apparently there's going to be a new gaffer in about 4 months time. Rumours are it'll be Platini

Won't there need to be another vote ? I was reading that Prince Ali said he would put his name forward again.

Yeah there's going to be another election process-not entirely sure when though tbh. Be surprised if Prince Ali doesn't try again. Be very interesting to see how this pans out.

Yes I honestly thought Blatter had more of a backbone but obviously something is going on, Wonder if he's cut a deal with the FBI lol, Never expected will be interested but I think we should just merge FIFA and UEFA into one and let UEFA govern it all!

Yeah something's obviously happened behind the scenes. Maybe guaranteeing the sponsorship deals before he quit perhaps? Remember hearing earlier one had already been sorted with Qatar airways. I'm very curious though

yeah settle good sponsorship for a "gift" no doubt we will hear more about this for several years.

FIFA is rotten to the core. The entire system is so broken, if scientists ever want to come up with a theoretical model of insitution that is most corrupt, they just need to copy FIFA structure.

You could have Jesus as FIFA president and it would still change absolutely ******* nothing.

just like humanity in general nothing will change. we will always be greedy buggers, with a small amount of people who are good but unlike the movies in real life the evil greedy buggers always prevail.

Fifa president Sepp Blatter is being investigated by US officials as part of their inquiry into corruption at the world football body, US media say.

The news came hours after Mr Blatter announced that he was stepping down from his role.

I have a feeling blatter done some sort of deal and threw others under the bus.

I'm delighted he's stepping down. I don't care what his reason's are, I think it shows a desire for change and that the pressure of fans is having an effect :)
 
I think this is also the best time to have new elections. I hope that the eyeing FBI will scare atleast the corrupt elections for now...
 
The irony in all this is that everyone was "bribing" everyone.. No doubt the US/UK are loving this, full frontal attack on pretty much any nation for accepting money from FIFA. Luckily for us, most of the guys representing our footballing bodies are so disgustingly wealthy a $5,000,000 bribe is spare change.

The article in The Mail states Germany sent weapons to Suadi Arabia in exchange for a vote, they beat South Africa to host WC2006. South Africa then bribed somebody else to host WC2010, swings and roundabouts really, isn't it? FIFA is clearly rotten to the core and no doubt you will struggle to find a genuinely deserving World Cup host since before USA '94.
 
What do we reckon, When Mr Blatter steps down he will take a position on the Russian FF & live in Russia so he cannot be extradited by the US ?
