Serie A Transfer rules?

I just started a game with Cagliari but just checking on the transfer rules in Serie A.

It says "Teams are restricted to signing 2 Non-EU players from abroad each season."

So that means anyone who is not from Europe (Brazil, Argentina etc) and not from with-in Serie A?

So by logic I could buy, if I wanted to, 3 Brazilians from within Serie A? But only 2 from out of Serie A?

But based on that rule I can buy as many Europeans as I like from out of Serie A?

If that is not the case, can someone explain it to me like I am 5 please?

pretty much like that though the rule is not implemented 100% correctly (irl clubs have to sell non-EU before signing new EU players from abroad, which causes a lot of 'suspect' transfer activity...)

in FM every year you can buy a maximum of two non-EU from abroad for serie A. Those who have a EU second nationality count as EU players.

No limit for anyone who has EU nationality.

No limit at all for non-EU already playing in the Italian leagues (even lower leagues).
