I would not probably not. Scout with a couple of your best scouts and unless you are getting a "Must Buy" or "best of generation" message from several, I would definitely hesitate.
My thought is this - what is he going to turn into? Let's say he has a pretty high CA, good personality, and gets plenty of matches so he develops. He probably gets a couple of points on his physical attributes - but that low Natural Fitness isn't going anywhere. His mental and technical attributes could go up by 4 or 5 - although not every attribute changes much, so some mental stuff isn't going to increase notably. And where does that leave him?
Roaming Playmaker - his off-the-ball movement is nice but his Passing is poor and his Vision is mediocre and his Flair is low. Those will get better but probably not to the point where he's a standout
Box-to-Box - his Work Rate and Teamwork are a bit low for the role, but his Natural Fitness would be killer. His Stamina means he could run his legs off in one match, but then would probably need to miss the next
He doesn't really have the starting attributes to make for a strong attacking player. Nor would it be all that easy to make him strongly defensive - maybe even converted into a DM. Bravery, Aggression, and such would limit him.
MR - this might be his best option, but his Crossing and Dribbling and Acceleration would still be a concern out wide.
I think he probably ends up developing into a solid, well-rounded player who doesn't really stand out. Depending on the tactic, that kind of player can be a liability. He might end up making a great utility player, end up coming off the bench late to chase a match, with his Determination and Long Shots. That's a nice player to have, but is it worth spending a quarter of your budget on and then developing him for a couple of years for that?
Unless you have a loaded squad without a lot of weak areas, I lean toward no.
