Should I sell?

I am playing as Colchester United and have had a £15,000,000 offer for Fabio. I bought him from Manchester United for £11,000,000 at the start of last season and they have a 25% sell on clause for him. So should I sell or should i keep him?

PS I am halfway through my 4th season and am 5th in the premier league

If the offer is non-negotiable reject it.
If negotiable punch it up till atleast 24 million
