I was wondering whats the general rule (if theres one) to sign a regen. Do you sign then because of PA? or hes attributes at the time? I got a few examples.

So, this first one, i got because hes was a 4 star PA.But for 18 years, hes just average. ( i got him with 15 years, trained and got a nice player to tutor him, but he didnt evolved much)

This regen have really good stats already at just 15, yeah, he lacks physical a lot. But hes just 3 star PA. ( hes from Brazil, so he will get to my team only at 18 years old)

And the last one, 4 star PA, good stats already.
The first regen i wouldnt even consider signing him, the other two are pretty good, even tho one have 3 PA.
So, how should i sign? Can i newgen even with low PA (3 stars), be a good player? (4 stars PA or so).
Plus, i have to consider when i sing newgens from Argentina or Brazil, they will get to my club only at 18 years, but i guess they dont evolve that much between 15 and 18.
Just a note, im playing with dortmund.
