Spanish Reserve system

I play Real Madrid and I have a lot of promising young stars on my Under 19 whom I moved to Castilla seeing that they will get a more competitive experience there since Castilla is on a higher division. After a few days the game would notify me that it is moving those players to Real Madrid C, for now apparent reason! Those players are not over 21, they're EU National. Whats worse is Real Madrid C doesnt have any matches. I manually moved them back to Castilla but the same thing happens after a few days.

I really dont know whats happening here. I dont know if its a bug or what. Its my impression that after all these years, FM just doesnt get how the Spanish reserve system works.
 
This is annoying to me too.

Playing as Barcelona, but I can't find a way for my first team players to get match fitness without playing in any first team matches. My A team has the best coaching team in the world so I want my good prospects with them, and I want them to get to play in regular reserve matches. What is the best way to give spanish "B" players match fitness?
 
The players are being moved because technically Castilla and Barca B are seperate clubs with their own manager, if he doesn't want them, he will move them to the C team.

Is there the option to take control of the B team yourself?
