staff search and buy problem

Hello I want to buy some staff like coaches and scouts to my team.
I'm looking for a good scout and I'm filtering my searches to:JA:19 and JP:19 and no one shows up.but if I click to clear the filter and do the same filter a lot of scout show up.(but if I click to clear filter first)
why is that?

and another question:
When I want to buy a coach for example Quintiliano Lemos Filho(he's a very good coach)
and I click approach to sign for him and it says:I'm not currently interested in entering into discussions with your club?
I can't understand why?

What club are you managing? That might explain why if its a low reputation club. Also, do you have much to spend on wage bugets?

When you clear filter, the "Ask Assistant to filter unrealistic targets" box is unchecked. That might be the answer to your first Q.

They won't negotiate with you if they are a high reputation staff member and you are a low reputation club.

Is it realistic lets say for the scout or coach of Man Utd to take a contract from a league 2 team?

Filho will never go to Galatasaray. You'll need to use the Assistant Filter option to see what staff you can get.

You should go for staff lower Premier league and La Liga clubs.

Filho won't sign for Man United, Chelsea, Arsenal, or Bayern Munchen either. I think probably those are high reputation teams. Ricardo Moniz won't sign for any of them either. Pretty retarded considering they're making nothing at their current teams and any of those teams could offer 50k/week.

I couldn't get Filho with my Everton team until i had won the Europa league - unfortunately the best attacking/technical coaches are very high rep. You can fill up the other categories with 4/5 star coaches easily even with low rep tho.
