Star rating system

The whole text of this topic was deleted for some reason. Trying to renew.

In short: After advance to new league i lost my whole team because of financial crisis, I gathered whole new roster of 5-star players, which in the end became worst team in league, after i scouted mediocre opposite team, 5 stars players as well, reports were different.
i.e. Mine best 5-star player "It would be average player for League 2" and for players in teams of my league "It is good player for League 1".
Both 5 stars.
What kind of information star system even represents than? Could it be because of low club rating, or doesn't amount of stars should explain player strength in terms of average players strength in the league?
Is it kind of bug or could somebody explain me the meaning of it, please?

P.S. That happened managing EFC Frejus Saint-Raphael in French National after promoting to League 2.

I think the star rating is based on your clubs rating and objective for the season. If a player is too good for your team he is most likely going to be a high star rating, if its five star it will tell you what league he would be good in. Sometimes it will say the league your in and sometimes the league ahead of you. Five star is the max rating, so if you have a five star player he could be good for league two, but then if you scout someone like Zaha , he is going to be five star rated player, but for a far better league. It all depends on your club.

Then again, i might be wrong.
 
Its based upon the players you currently have at the club, so if you have none, whoever you scout will instantly be 5*

If say you have Isco and scout Rochina, Rochina will be a 2 or 3 star (at a guess)

again reverse the above scenario and Isco will be 5 stars
 
The more Quality players enter the squad The less stars those are already there would get...It is all relative one player to another...So when you try to sign someone you can already know ! how many stars he would get only by the his STATUS of the contract...For example if you are going to sign someone that by default would get a backup status than you know he is not going to get 5 stars by your scouts...But if by default of the contract he is a KEY status he would probably get 5 stars by your scouts...
