star ratings on players by scouts

hi all.
was just wondering how does the star ratings on players works via the "report card" function from the scouts.
i play as man utd, and they have pretty good scouts, CA and PA judging abilities about 18-20.

was wondering, how come i've nvr gotten a player rated at 4 stars and above.
and how accurate are these star ratings actually? i've actually tried scouting on a lot of the players recommended on this forum, but most of them are at 3 star-ish.

hope to have some guidance on this.

afaik those ratings are always in relation to your own squad
i.e. a 5 star player for leeds won't be a 5 star player for barca

the p.a. star rating is pretty useful for regens etc, don't use the c.a. rating tho.
 
ooh thanks... didnt know it works that way.
as in for example if the player would not really add value to my squad, no matter how good he is, it will only be a 3 star rating?
