Starrating of Players

I feel it strange, that that ratings change so often!
An example: I manage Manchester United, I buy Alaba.
First I scout him, he got a 4 stars Rating (Scout 20 & 20 at Judging PA & PP)
Than I buy him, he is surprisingly 3,5 Stars.
After a few weeks he is a 3 Star (about postseason)
In September he was suddenly at 3,5 star again.
IN November he became a 4 star.

Other example:
I bought a young Brasilien player.
He was a tremendous 4,5 starplayer
He fluctuated in his fist 7 months between 3,5 and 4,5 stars.

and a last example:
I bought a 4,5 stars scouted player called Ruben Neves. As he arrived I was shocked cause he was suddenly only 3 stars.
after postseason he was 3,5
about october he became a 4.
In dezember a 3
Now in January a 2,5!!

I didnt made any forther transfers, so the strenght of my team fluctuated not mutch!
I didnt changed my Backroomstuff.

How can this happen?

Star ratings are just the scouts opinion, You know Alaba is top class so dont pay attention to his rating. When signing a player if they have the stats for the role you want them to play then sign them.

Example- I needed a back up ST at Villa so i signed Denis Straqualursi on a free, 2.5 CA/PA but he had perfect stats for a TM he scored 50 goals in 3 seasons.
