Starting with very low-skilled team

Guys, I kinda need your help. I want to start game with very low-skilled team, and work my way trough, but problem is, if I don't know any players, how do I make my tactic, or how do I tell scout who do I want to bring when scouts always suggest high-skilled players. Can you spread some light on this theme for me please.

Making tactics: at first you'll need to look at your players attributes, particularly the ones your assistants rate as the best (look at your Assistant Manager's 'Team Report', or set a tactic and ask the assistant to pick the best lineup). In the first pre-season backroom advice meeting you will be told what tactics your coaches suit your team best. But the most important thing is to watch how they play and adjust accordingly.

Scouting: If you're looking at your scout's full list of reports, you can go to the filters and click 'ask assistant to filter out unrealistic targets'. Or if you don't want to rely on his opinion, just look down the list - ignore the ones at the top and start with the 4 or 3.5 star ratings, and look at the minimum and maximum asking price columns. When your scouts post an assignment update or concluding report in your inbox, they generally seem to recommend the realistic targets.
 
I've always struggled with lower league teams as well. This is probably because I started off managing Spurs. It's obviously easier to manage Spurs because most of their team have good attributes. The mistake I made was playing the same tactics with lower teams, and now looking back realise what a stupid idea that was. I liked to have a good passing side. Playing short passes and working the ball up the pitch, and into the area. But I know realise that players with low stats won't be able to pass the ball like this as well. So would I be right in saying that I should be giving the players more freedom in the range of their passes? The same also goes for defenders in that they don't have the same attributes so cannot defend in such an organised way. What style of defending would you recommend for lower teams?
