stopping transfers

hi guys..
i was planning to start a new game with a summer transfer update after september 1.. is there any way that i could stop any other in-game transfers happening in the first transfer window??? does unticking the " allow transfer budget in first window" option remove transfer budget for all teams or just for the team you manage... is there a way to do it using the editor??? please help...

Yes it removes budgets for every team, they can still sign frees though..

yeah unticking the " allow transfer budget in first window" remove's all transfer budget for all teams, so it will stop all tranfers except for free agents...

ok... so what can i do about the free transfer ones?? and loans??
