Strange valuations...

Just a peculiar little thing I noticed here, and I am trying to work out whether it is a fault with my scouts/coaches or just a funny difference... I dont know but I will explain.

Cavaliere is a young CB (who is 5'7 oO)) and hasn't played a first team game for me. He is currently on loan yet is finding himself playing for their youth team (yet is progressing nicely). His CA is one and a half stars and PA is two stars.

Horn is a 23 y/o CB and established member of my first team (vice-captain). He is three and a half star CA and his PA is four and a half...

I find it strange that Cavaliere is valued higher despite being a poorer player with lesser potential and hasn't been "in the spotlight" so to speak. Both have National reputation yet it's clear that Horn is the superior player with a brighter future. Is it because Cavaliere is Italian perhaps? Not necessarily looking for answers, I just find it quite funny.
 
only thing I can think of apart from nationality is that Cavaliere is probably more versatile seeing as he can also play sweeper.
 
and sweeper is quite a rare position for a defender to be able to play fluently wit out heavy training. And crikey, sort defender, hope his partner is much taller :P
 
Regardless of his rating from your assistant he has got potential. If I had an 18 year old homegrown player with such high determination and no noticeable weaknesses (apart from him being tiny) I'd probably have him in my first team squad.

I would imagine it's his nationality and age that makes him more valuable. I could almost guarantee that the other player would fetch a much better price though.
 
It's so strange how he has such low potential, I wasn't going to sign him at first when I was looking at my youth recruits but I checked his stats and thought I'd give him a punt. It shows how you shouldn't always acknowledge assistant opinions. I couldn't have him in my first team though as I have Horn (seen above) and these two chaps ahead of him, and his height is a real concern for me...
