Struggling to sign players?

Ok so I have just got Barrow promoted in my first season, but need to seriously improve the squad if we are going to compete next season. I have scouted players in the Skrill North, the league I have just got promoted from, but can't seem to get them interested in joining me in the Skrill Prem?

I know players don't want to move to clubs with low reputation and low manager reputation, but surely they would be interested in playing in the league above? The financial benefits? I am truly confused and if anyone could give me any tips to get players interesting in joining my club I would appreciate it a lot.
 
If I am not wrong if they are willing to discuss the contract with u there this a promotion pay raise. Or try to promote first or try bargains in fm14 or good free agent maybe that helps
 
A lot of players won't even discuss a contract, but I am playing in a league higher and will be able to offer them more money? A players I'm trying to sign is on really low wages which I could easily double, but he says you won't be able to afford my contract demands?
 
Maybe you are looking for players who are a bit too much out of your price range if they are saying that.
 
They're not out of my price range though? Contract has ran out at previous club and are on a wage I can easily afford this is why I am so confused?
 
They prob aren't interested in your club then other than that I'm not sure why.
 
I understand what you mean. But I don't understand why it happens, as it never happened in the previous patch.

In my case, it depends on when I start to negotiate the contract with the wanted player.

For instance, as a Manchester United manager I tried to purchase Marquinhos, PSG accepted the bid; but he didn't want to negotiate with me. Just a few months later, after the transfer window was closed, I made a new bid; this time he was willing to discuss..
