Struggling to sign players?

I'm trying to sign players on my Barrow save, just got promoted from Skrill North to Premier. The problem I'm having is I want players on 1 year contracts, but most of them insist on a 2 year contract? Also, where should I send my scouts to find good loan players?

Any help will be much appreciated

just go to the likes of Man city. Man United. arsenal everton aston villa etc go to U21/U18
