Struggling to upload an 'avatar' :'(

I've been trying to upload an avatar for ages, but all I keep getting is this.
I'm new to the site, and cannot upload a custom avatar.

I get this

when trying to have my avatar with a url, however, I just save it in my images instead and upload it through my pictures file.

It's a .png. Didn't work. So I tried a .Jpg. Didn't work. Neither work. It's not a transparent .png, just a normal. I used the URL, no luck. Saved the image, same situation :/

It's not animated. I tried both png and jpg. Neither seem to work :/ and it's the same when using an image as a signature :/ the size of the file is kept within the limit and the dimensions I think are like 120x60px.
