struggling with buying players

so i recently got FM17 and i am really struggling with buying players. Alot of the clubs i want to do don't have the biggest of transfers budgets but are still fairly big teams in big leagues. because of this reason i feel like i need to buy first team players in order to succeed but cant do so due to the transfer budget. so i was wondering if buying young 16,17,18 year old for cheap would help me right away or would it just affect me.

This is a very open ended question. It is not suppose to be easy to buy players, it's all part of the challenge. Surely its obvious that buying young players will help down the track but not now.
