Talk to Press (opposition player)->Transfer->"Nationality"

What does this "Nationality" option do and what are the situations where you can use it. I've never seen it available?

Is it where, if you're manager of a national team, you can try and talk a player with duel nationality to play for your country instead of the one he's declared for?

I thought that might be the case, but I've experimented on lots of players who are eligible for multiple countries to change to mine with that option, but I can never use it. I think it might have another use...
