Target Man question

I've been trying to have my TM hold the ball and try to bring the midfield into play, to no avail. I've tried several formations, so I'm sure it's something wrong with my setting, though. In one of my older saves, only once in 3 seasons did the target man get it right, playing an inside forward, who scored. But I haven't seen anything like it since, so it must've been a stroke of luck.

Now I'm trying to make a 4-4-1-1 work, with an attacking midfielder acting as a second striker of sorts, and the front man being a target man, so any tips and opinions would be appreciated. Also, it has to be noted that I don't have top-notch players at my disposal.

for man city i had adebayor up front as deep lying forward (support) instead of target man and had tevez behind him as inside forward in a 4-4-1-1 formation it worked verry well even though man city is easy to manage.
