Team Policy ???

Have they removed team policy from fm2013, i want to be put my assistant in charge of friendlies but im having to play every friendly,
is there another way to put the assistant in charge or do i just go on holiday to skip every friendly ?

It's in the team drop down menu at the top under staff responsibilities then first team.
