Hey guys. Can you tell me the best attacking tactics (to play with in the top 5 leagues) and all of the instructions for themXD?

you'd need to pick a tactic given your team- their strengths and weaknesses..
a tactic that might work for you with one team might not work with another, mainly because of player roles, PPM's and so on..

what team and what players are you playing with, and then there would be a way to help in a better way..

else you could just try any number of tactics from the download tactics forum..
