I dont understand the purpose of having one.. can someone help me out?

Directors of Football are usually used on continental Europe where they prefer their mangers to have more of a Head-Coach role and focus purely on on-the-field matters. Head Coaches submit player lists that they wants for transfer targets and the director of football handles transfer matters, acts as a liaison between the Managing directors and the head-coach.

It's all got to do with responsibility. If you don't have to have to handle contracts, hiring staff, ect and only want to deal with managing the players at the club and deciding tactical strategies; a director of football will do the former in your place.
