I'm new to FM, and I don't really understand the stars that rate a player.

Because I'm managing Cheltenham Town and it says that Marlon Pack could be five stars. But some premier league players don't even get four stars...

I don't get it

It's related to which league you are in. So he has the potential to be amazing for a League 2 team. Which means that he could be capable of League 1 \ Championship, which sometimes it will say. If you were a better team in a higher team, he will have a lower star rating.

Also, the scout reports will not automatically update with promotion \ relegation. If you change divisions, you will need to re-scout the player to see how they compare to your current players.
