It's between Tielemans and Hughes

Which one is better?
 
Tielemans by a long shot. Hughes is good to pick up though if you need more homegrown english players.
 
Sorry not sure who is this "Hughes" you are referring to, but Tielemans, for me, has been literally key player since 19 years old, delivering top class performance consistently. He is even better than Depay and Sterling (all in my team) when I trained him to AMR position - Rating, Goals, Assist.

I bought Hughes as Everton second season and loaned him back to Derby. Played for me 3rd season and did very well. His sophomore season for Everton was a disaster before he got hurt. Played fewer than 45 matches for me until Chelsea came in and offered me 2.5 X what I paid for him so I let him go.
