Hi guys, I just want to share this simple tip (that many of you may know) to you since it works so well for me:
Basically, we all know how expensive it is to buy a world class players at his peak, not to mention to buy a world class team. So to build a great team with cheap price, I always pay strong attention to:

+Players who are discontented and refuse contract (quite rare for great players)
+Players who have 1 year contract remaining or less, or already out of contract (very very common, don't miss out )
+Players who are 29 or older (will have their price drop significantly, not at their best but can still bring quality to the squad for a few season
+Players whose best position is not suitable with the team formation (and only marked as rotation despite being world class) note: When big teams change their manager, pay extreme attention because the new manager may play a new formation and drop some gold as a result.

I got some of the best players out of this: Like 29 years old Tevez (16 mil), 26 Ozil (36 mil), 27 David Silva(5m ) Dejong, Nasri for free (******* love Mancity), 28 Mascherano (28mil) 27 Ramos (7 mil ), 29 Lahm for 20 m, 29 Messi for free (he is discontent and refuse contract, many clubs bid but Barcelona demands 200 mil, I wait until he has 6 months left and sign him, ******* idiot)...etc

Your club must have a certain level of reputation to sign those players, and their wages are not cheap most of the time. Also, sometimes you may have several world class players in one position (I have Busquet, Mascherano , Essien and Dejong to rotate around for the defensive mid pos lol), don't mind it, just retrain some of them to new position (Mascherano, Busquet did great as central back or central mid) or just sell some.

I agree with what you are saying but by the time most of those players you just named are available for free, there are usually regens at very cheap prices who are just as good and younger.

I agree with you if you want the world class team with real players, but to actually have low transfer and wage fees, you have to go regens. Sign them early and build them up. Within a few years they will be world class and you can get their prime playing years for cheap. But of course you need to find them. My advice is to filter your scouts to 18 and under with a 4 star or better PA. Send them to Mexico, Brazil, Roam Africa, Spain, Italy, Portugal, Holland, and Croatia. And maybe a roamer around central and eastern Europe. I wish England generally had more wonderkids, but it's pretty **** poor in my experience.

Either way in one of my saves, I got my starting 11 for a total of 55 million, 3 of them were free and the highest price was 25m because the kid was a sure thing at 15. With them alone, my payroll is under 1mil, but I still have the first teamers I used while finding these kids.
