I would have thought that if you don't put any transfer windows teams would just be able to make transfers throughout the season, but I'm not 100% sure.

I think you would probably have to go through and put transfer embargoes on every team, seen auction games which have had the same problem.

you cannot add transfer embargo's with the editor.

You can add transfer embargoes using FMRTE which is an in-game editor.
