I've not used Spurs since like FM12, I have a budget of £17M with £100K available in wages.

Positions to strengthen-

LB- A good young LB to be used in cup games etc but could grow to be a key player.

CB- A good young CB to be used in Cup games etc but who could grow to be a key player.

DM- Anchor Man- First Team

ST- I'm looking for an Advanced Forward, Under 22 and won't mind been back up to Kane but has potential to grow.
 
LB - Andrew Robertson - Hull ask a high sum, Rafa from FC Porto
CB - Michael Keane, Edoardo Goldaniga (very expensive, he ask very high wages)
DM - Lucas Romero, Srdjan Mijailovic from Kayserispor
ST - Johnatan Calleri from Boca Juniors, Andre Silva

There are some other options, but not available in summer transfer window in first season.
 
keep both rose and davies in your first season, and get jorge in the second.
mammana for your cb
dier can be the perfect defensive mid, but andre cubas seems a good shout
calleri or luan (gremio) for your striker, maybe kelechi from man city on loan?
