I'd say you'd need a top class striker someone like Falcao, Hulk or Cardozo should be within your budget.

Giuseppe Rossi, seriously he is a beast! Got him for Spurs and he scored almost every game - he is the best on FM. He costs around £17m but use monthly installments and you can spend around £40m!
