First of all, Spurs can be a hard team to play because they already have so many new players and you're going to have to buy at least one left sided attacking midfield player and one striker (at minimum!). I suggest Matias Fernandez and...good luck being able to afford a striker (James Vaughan could work if you sell someone). This means it's going to take a full season to get the best out of your new players, because probably about half your starters will be playing for Spurs for the first time and with each other for the first time.

I generally use a short passing tactic unless it's raining or short passing isn't working, and a generally attacking mentality. I set crossing for my wingers to "rarely" most of the time (unless you buy an excellent target man with great jumping and heading) because Tottenham players are not great headers of the ball. I give Modric "free role" and tell my wingers to swap positions...which means you'll need to train them for both sides. Have all your midfielders with good passing do through balls frequently and train them to "play killer balls." You will concede goals because it is a very attacking-first approach and Spurs' central defenders have to be superstars like Zapata and Sakho to keep clean sheets, but hopefully you score more than the other team
Counter Attack hasn't usually worked for me, so when I play a tough or equal team away I switch to a 4-1-4-1 with a DM, ML, MC, MC, MR and a lone striker. I usually have the side midfield players' settings the same as the wingers in the above tactic and give one of the MC's free role. But it is hard to win on the counter with Tottenham because their defenders aren't great. You usually concede goals.
My best advice with Tottenham, though, is stay the course and try to make it through the first season with your job intact. They have a lot of talent, but the players need to get used to playing for Tottenham and playing with each other.
