Hey mate,
On the player's page, click on the button to interact with him (not the one to discuss with him but the one on the top right, the same one where you can talk to him, fine him, send him in holiday...). Then interact with one of your coach (a good one and eventually the one who is adapted to teach him the move you want, so in this case an attacking or shot coach) and ask him to teach him "place shot". He'll tell you if your player has the necessary stats (technicals in this case) to learn the move.
