I searched but couldn't find anything?

Why is it possible for me to keep upgrading my training facilities when they are already "Top training facilities"?

Does it make them better or is it just a glitch and waste of money?

It keeps staying at Top.

top isn't top. State of the Art is top.

Your upgrades are merely making sure you stay up to date with other top facilities. You will need to save up some cash to afford a state of the art facility.
