Training youth players

Hey guys just looking for some advice.

Playing as Chester and in league 2, have two 16 year olds in my team who have heavy training and play regularly, however they are getting tired and needing rest, should I lessen their training, put them on rest leave, play them less often. It's just difficult as my team does rely on them but I want them to develop as best possible.
 
decrease workload and possibly rest them for a day or two. progress is hindered when they arent fit for a long time and if they play weekly they'll have enough stimulus to improve.
