Transfer Budget £0 for all teams when start a new game

I started a new game and i noticed you could untick a menu for having no budgets so i tried that but its put everyone on £0 to spend .. Does this get clubs in debt or do clubs gets a automatic budget when January comes and the transfer window opens .. Cheers everyone

It just sets the budget to 0 for the first transfer window so you can play with more accurate squads instead of the computer buying Neymar on the first day for 100m, come January AI clubs will spend again.
