Transfer budget bug?

When I start a new game with any club, while having enabled editor data for license fixes and transfer update downloaded from sortitoutsi.net, somehow I do not have any transfer funds available. Does anyone know is that a bug or something else? I also tried to start a new game without any editor data files and the problem does not occur.

Did you by chance the option for disable starting transfer budgets on the setup screen for the save? That's the only way it should happen.
