Transfer could not be confirmed message

Hi
New to this but so frustrated at failure to sign players.
Players agree contracts with me butthen get email saying transfer could not be confirmed.

Am i doing something wrong?Proper bugging me!

Is your team in a transfer embargo situation? Than you won''t be able to sign any players (and staff)
