Transfer Rules Question?.

I am playing as Liverpool in the EPL and found a talented player in the Italian league. He is 19 and in the final year of his contract. He is valued at £1.8m and I have offered Roma several times amounts up to a total of £7m with clauses. Roma reject the offers every time, eventually I declared an interest and he is very interested in coming even having a public argument with his coach about it. It looks like I will just have to wait until he is a free agent but do I get the option to offer him a contract before then and if so when would this be?.

You can offer him a pre-contract when there are 6 months remaining on his current contract. He will join once his contract with Roma finishes.

99% of the time its January when you can approach to sign him. Could you post a SS of the player?
