transfert budget problem

Hi, I am beginning my second season with ac milan and my problem is that i didn't receive any transfert budget... I am at july 10th and i still haven't any money. Is it normal?

with Milan, probably club is massively in debt.

As mentioned above, the club's debt is ridiculous and unless you've sold loads of deadwood players early on, you'll likely recieve nothing in the way of budget.
