Trouble with wages

Hi,
I just started my second season with FC Groningen and I want to contract a new assistant manager. My last manager had a contract around €9500 p/w, so I was really surprised that the board only allows me to offer wages up to €2600 p/w (he wants €7500 p/w). Thinking it was because I already had an assistant manager, I sacked my old one. Bad idea. Because the board still doesn't let me offer him more money, even though he is much cheaper than my old assistant manager.
I am around 50k p/w under my wage budget so I really don't have a clue why I can't sign him.

Is there any way to make my board change it's mind?
 
The board will only pay what they think he is worth...
So they might not think he is worth the wages he is demanding...if you find another one who is better they might let you hire him instead.
Same goes for player's wages
