I play a 4-3-3 with juventus. My front line looks like this.
elia--cavani---menez

Ever since implementing two inside forwards instead of wingers, I have noticed my wingers production has gone up who'd I am pleased about. However, cavani's goal count has dropped dramatically, and he often is either looked off by the winers or he is the one setting up the goals. I'm not complaining that cavani is leading the league in assists, I would just prefer him to be scoring more. So how can I adjust my tactic so cavani is getting more of an opportunity to score. I still want Elia and menez to be scoring threats, but I want them to look for cavani more than they do themselves.

try hi complete foward he was a beast for me with inside forwards scoring 58 goals in 38 games in epl

I have tried him at poacher, complete forward, and target man. I got the same thing every time. I adjusted some of Thr sliders in my team instructions so hopefully that will make a difference.

I'd say this is due to your wingers cutting inside, because they will drag defenders with them, and your Cavani will get even less space, as the middle of the pitch becomes even more crowded.. Do you have the inside forwards on Support or Attack duty?

hmmm... Try using hold up ball with both inside forwards, that should have them at least thinking a little more and looking for the pass rather than just p*ssing off on a dribble towards the middle of the park.

You've got Elia and Menez working in the space that Cavani is in, so naturally he will be less involved, although it also gives you more variation around the opposition's box. If you want Cavani to score more, either set your inside forwards to support instead of attack, or keep using wingers or maximum one inside forward. Although I personally think you should see which nets you the most goals in the end: Cavani on his own or all three combined.

Through balls to often for your inside forwards. Also I suggest adding their crossing to sometimes, so that they will cross the ball when counter attacking.
