Two players same IP

Hello.

If I buy the game, will I be able to play with my brother in a network game (same IP) or would it be required to have 2 purchased games, one for each of us? Could we have one game for both and 2 steam accounts?

Is there any other way of playing without steam?

You would both need a copy to play a network game.
