U23 wont enter contract negotiations

Hi all,
First post, so go easy ;-)
I am managing Bath City and have a really strong 21 year old, who is destined for bigger things. He has one year left on his contract and has some big teams interested in him.
My questions is, if he is refusing contract negotiations, will I get a fee if a team snap him up at the end of his contract? I always thought that the rule was if your offer a contract of the same wage or above his current wage then you were entitled compensation. He will be 22 when his contract expires. Or can he just walk away and be free to join who he likes and leave me with no fee at all? I cant offer a contract as he wont enter negotiations.
Depending on the answer to this, I have 3 choices
*1 - Get him to sign a new contract (unlikely)
*2 - Hold onto him and get compensation (If I AM entitled that is, if not, this isnt an option)
*3 - Sell him when he is still under contract and try to get a good deal with clauses built in.

Chances are he won't re-sign so if i were you I would sell him, as it's the way you're going to get the most money out of him.
 
I'd try to offload his asap, longer to wait the more likely it is teams will come in with lower offers or just wait it out.
If you can't get a great price for him try to get in percentage of next deal and maybe a loan back next season.

I think your right and I will off load him in the summer.

Out of interest...... Would I of got compensation for him? I'm still confused around the ruling as I haven't offered him a new contract and I thought that voids the compensation clause. Even though I WANT to offer him the contract, it's just he refuses to enter negotiations. Are you simply screwed like any other player (over 23) who can just walk when the contract expires.

Hope I've made sense there.
