Unable to loan players with a semi-pro club

Does anyone know why? I have a keeper on loan at the start, but I can't loan anyone else and I've checked the league rules and there's nothing on loanees. I'm Boavista, bottom of the system in Portugal.

are you in a transfer window ? because sometimes when ive just come out of one i cant loan give it a few days and it might let you.
