Unable to sign players......

Trying to sign a player for 3.8k per week. I am 15k under my wage budget. Why won't it let me sign anyone??

could be because you ant got any transfer budget left,

the clauses come out of the transfer budget in fm14 don't they?

Yes agent fees and loyalty bonus

Its a feature I don't like. How are you supposed to sign anybody with no transfer budget? Theres nearly always a signing on fee or an agents fee to pay out. But I suppose it does add to the realism.

I'm unable to give players wages... and I got like 1,5K in wages & 1,2M in budget..
Is it limited to offer players contracts in the lower league?

Sometimes( with some teams) and sometimes( circumstances )
