Firstly, Sign Thomas Muller (£30m) and Hulk (£20m). I started with a transfer budget of £59m.
I would recommend investing the remaining money into your wage budget.
Then choose the 4-2-3-1 formation and drag both the DMC into MC.
Now its up too you which XI you use, but I mostly used this line-up.

RB - Micah Richards
LB - Gael Clichy
CB - Joleon Lescott
CB - Vincent Kompany
CM - Yaya Toure
CM - James Milner
AMR - Thomas Muller
AML - David Silva
AMC - Sergio Aguero

S1 - Costel Pantilimon (Recommend signing at end of loan!)

This squad was unbeaten all season in the league which we won, got me to the final of the CL only to be beaten on penalties by Barcelona and won me both FA Cup and League Cup.
Finally i'd recommend trying to offload Carlos Tevez. Real Madrid signed him off me for £30m which has already been invested in signing Sergio Ramos who will join in the summer.
